Reported speech with Konjunktiv I

In news and reports, other people's statements are reported at a distance: with Konjunktiv I. This shows the writer is only reporting, without vouching for the statement.

Direct: „Die Reform ist notwendig." (The reform is necessary.) Report: Die Ministerin sagte, die Reform sei notwendig.

Often without "dass": after the verb of saying, the Konjunktiv-I clause follows directly (verb in position 2):

Er sagte, er habe keine Zeit. (instead of: …, dass er keine Zeit habe.)

Note:

• Introducing verbs: sagen, erklären, betonen, behaupten, mitteilen …
• Key forms: sei, habe, komme, gebe (3rd person singular).
• If identical to the indicative → substitute with würde/Konjunktiv II.

Common mistakes

• ❌ Die Ministerin sagte, die Reform ist notwendig. (indicative) → ✅ …, die Reform sei notwendig. (Konjunktiv I).
• ❌ Sie sagten, sie haben Zeit (= indicative) → ✅ substitute: …, sie hätten Zeit (Konjunktiv II when the forms coincide).

Examples:

• Der Sprecher betonte, man arbeite an einer Lösung. (The spokesperson stressed that they were working on a solution.)
• Sie erklärte, sie sei überrascht. (She stated she was surprised.)
• Die Firma teilte mit, die Zahlen seien gestiegen. (The company announced the figures had risen.)
